The correct answer seems to be

Is there any specific explanation in preferring “the use of path-based site collections”?

The background says each company has its own web app and site collection which is vague to me. Do these companies share a single web app and have their own site collection or do they really have there own web app as well. The guidance says no more than 10 web apps so it wouldn’t scale. The limits also state no more than 20 managed paths.

I think the key is the question refers to publishing and navigation and the background mentions the managed metadata service is configured so that would leave me to believe b would be the answer.

Thanks for clarifying Justin, I agree. Very vague but managed navigation seems to be the best suited answer.
