The move shouldn’t be automatic if you changed the server IP Address? When you change the address the server does not change sub-net automatically? If so, the answer should be C, since you need to change the IP address first 🙂

Server would not be on network if the IP address was wrong, as it is responding it must have the correct IP. Question does not indicate that the IP address range is different for each site. Needs moving in Sites and Services, which is not an option, so Powershell.
