Why not have them all use MSI, according to the requirement you must minimise the install time taken for the marketing department (ie MSI should work faster then click to run), the Accounting department access the office through RDP (ie lest network traffic when using MSI), Research department are offline therefore only MSI will work.

Using this reasoning wouldn’t MSI be best in all 3 scenarios?
