The answer is wrong – This is correct
1 – Add the Exch Trusted Sub to local admin on server 1 – The Ex Trusted Subsytem includes all Exchange server and allows them to check the file share whitness)
2 – Create a DAG and set Server 1 a FSW
3 – Add EX1 and EX2 to DAG
•No need to install Exch on Server 1 as it is a file share witness. This can be any server in the environment (non-DC preferred).
•DAG will never auto select file share witness. It won’t just randomly pick a server in your environment.

I just lack to understand why they don’t even mention Server1 in the question…
I dont agree, the question does not mention that “Server1” is already installed, so my answer is:
1) Install Exchange Server 2013 on Server1 (This will add the Exchange Trusted Group to local admin)
2) Create DAG and Specify Server1 as the file share witness.
3) Add EX1 and EX2 to DAG.
Question its self said, servers are already installed. Then why we need to install the Exchange again.
