You need to create the role first before you can run any other of the cmdlets that has role1 in it.
then remove the set-user cmdlet
add the particular parameters from the set-user cmdlet to allow what you want.
The next step, I’m not too sure why you would add in all of the roles that the cmdlet shows, I would have thought you would just add role1.
Then create a user and add the -RoleAssignmentPolicy Parameter
