I think this question should be removed all together.

The *-ResourcePolicy, *-WorkloadManagementPolicy and *-WorkloadPolicy system workload management cmdlets have been deprecated. System workload management settings should be customized only under the direction of Microsoft Customer Service and Support.

But if it is still on the exam, the correct answer has to be D as all the other answers have throttling policy cmdlets

Sounds to me like people monkeyed around too much with those workload cmdlets and messed up their Exchange.
