DLP can be taken straight out, this applies to sending emails that include certain information.
Ensure that the retained email messages do not apply to the mailbox size limit of the engineers – this says that A is correct, storing emails in the archive won’t apply to their mailbox limit. So therefore, D is out.

So it’s now between B and C – I would have thought that both of these together would do it, but they don’t necessarily need to create a personal folder. If you create a retention policy, make the type personal and action to archive the emails.
They would then need to apply the tag to the emails they want this to apply to.
If they were to create a folder however, they could apply this tag to the folder and move anything you want to archive into this folder.

You don’t actually need to do B or C though, as users can drag emails into the archive manually.

But I would say this answer is correct.
