On second glance-probably Joe is right! With “A” we will not be able always to connect first to CAS in data center, where mailbox is located.
So in New York site: internal URL to mail.contoso.com, external miami.mail.contoso.com will ensure local clients connect with internal URL, but when link is down they will connect to miami with external URL?
Why does the answer talk about the outlook provider – as though that is the correct answer ?

we must use a wildcard namespace because each site must used its own namespace and that can be done with the following configuration:
