According description we found mails queued on Server3 and Server4. That means that they are routed through External2 already by some reason. Disabling External1 will not change anything,according me. But messages are stuck on Servers3,4 (probably by the same reason they are using External2 😉 ). Changing the list of source servers with, let say, smart hosts or even check internet connectivity (4 mail servers in a DAG were not able to route messages…) looks good options for me!

Wrong answers or description is another assumption!

Not too sure about this one, I thought that external2 would be used if external1 wasn’t available for whatever reason. So if external2 has been used it means there was an issue with external1, external2 should still be able to send emails out.
A or D wouldn’t affect anything in my opinion (and either of these would do the same so it wouldn’t be possible to choose 1 over the other).
The only other one that makes sense is C, maybe the network is set up in a way that wouldn’t allow server3 or 4 to send out externally?

Server1 and Server2 sends messages thru External1.
Server3 and Server4 sends messages thru External2.

Not sure if ALL users report failure or only those with mailboxes on Server3 and Server4. But in question is to ensure emails flow from Server3 and Server4, no word about first group.
So I guess External1 works just fine.

Could you explain why that would be the case ?

I was thinking that existing messages in the queue would need to be re-submitted using the retry-queue\number -Resubmit $true command

First of I agree that the information is incomplete or not accurate to make a good assessment what the root cause of the issue is.

But what I do know is that Exchange can being good for selecting\staying on bad routes, that are not online. I agree for now based on the limited information with disabling External1.

For some reason Server3 and server4 are waiting for servers1 and 2 and will not use there fallback at this time. You don’t know if the servers are in the same datacenter of in separate locations.

If I got this question on the exam, I will feedback it as incomplete of too open for suggestion or assumptions. In real life I would investigate further, before making a decision.
