You can enable them for an archive using the standard powershell or EAC, but that doesn’t mean their archive will be on-premises.
Yes to minimize the storage requirements you should be creating the archives in 0365 you from what I gather you have to use the on-prem tool set to do it. So that suggest answer should be D.
