But I think the bottom one is the mailbox full mailtip will be displayed.
Although the scope is set to mailtipsdenied, I think this is trying to trick you…

If I understand that correctly, all MailTips are sent but only if recipient is member of specified group. But I have no idea why specified group is named MailTipsDenied – it is absolute opposite! It should be MailTipsOnly.
