DRAG DROP
You need to prevent all of the users from deleting certain email messages after the planned upgrade. The
solution must meet the compliance requirements.
Which three actions should you perform in sequence? To answer, move the appropriate actions from the list of
actions to the answer area and arrange them in the correct order.
Select and Place:
after looking at other versions, looks to be:
Create a retention policy
Create and start a mailbox search
Modify the mailbox search
Create a retention policy
Create and start a compliance search
Modify the compliance search
As per: https://technet.microsoft.com/en-us/library/dd298064(v=exchg.160).aspx
This is the catch in the question:
“Relecloud is manufacturing company that has 25,000 employees.”
Mailbox search can only search up to 10,000 mailboxes. It has to be a compliance search.
Retention policies help to control how long retain item but not which item you want to preserve. I assume that provided answer is correct.

Agree with notme
The new Compliance Search feature in Exchange 2016 allows you to search all mailboxes in your organization. Unlike In-Place eDiscovery where you can search up to 10,000 mailboxes, there are no limits for the number of target mailboxes in a single search. For scenarios that require you to perform organization-wide searches, you can use the New-ComplianceSearch cmdlet to search all mailboxes.

I got a question with a new compliance requirement.
When a user is added in Audit department, immediately a retention policy named Audit should be applied to him manually. How to do that after you have created the user?
One of the option was to add user to Litigation Hold, or run Set-Mailbox command and 2 more options
