Box 1 and 2 are correct, not sure about Box 3. It works, but its clamsy.
This sharing process is not logical for me. Question is to share documents from subsite and what I have to do is allow external access to whole site collection and share documents one by one. And as bonus, shared documents (via link and thru invitation without sign-in) can be only downloaded, sharing thru invitation works only when site doesnt require docs to be check out, so edit permissions to external user are useless.

I think the answer is wrong as it would share the site not the subsite and the question says to only share docs but I’d still say share the site as it is repository

You can not share a whole site to unsigned user.
The question ask for “Users must not be required to
sign in to the subsite to download the documents.”
So you need to share each documents with a link.
I would say removing wrong answers these three will remain:
Configure tenant (so no need to configure the site collection to allow external access)
Blocked inherited permissions for the sub site
Enable sharing for each document
As no need to share the site collection or sub site as our plan is to share documents with users by emailing document links
no need to create public site
as JCD said You can not share a whole site to unsigned user
How ever I correct my answer , tested in operational environment :

Configure site collection for external access
enable sharing for each document
Agreed – Just checked it on my environment.
External sharing first needs to be set at the Tenant level, otherwise you cannot allow anon links at the Site Collection level.
Then it also needs setting at Site Collection level.
Then share each doc, so a link is emailed for each doc.
