Can imagine B was right as it defies the original goal of having different sites/URL’s
You can only have one public website per custom domain, so B would be the correct answer – but Public Website is not an feature for new customers and for existing after March 2017.
public website feature has been removed from Office 365 as of January 2015.
Official Microsoft link (https://support.microsoft.com/en-nz/kb/3027254) doesn’t work as of 7th Sep 2016 but there other sources that confirms this https://redmondmag.com/articles/2015/01/05/public-website-sharepoint-online.aspx.
I wouldn’t worry about this question this should not appear on the new exams.
