All users have to do is go to the Office 365 portal and install Office, which is streamed down from the Internet and installed on to the user’s local computer. Just make sure that your users are local administrators on their computers.

If it’s already installed, any non-admin user can run it.
Yes, the “user-driven deployment” seems to assume the users are going to do the installation too, thus they must have local admin rights.
But the wording is definitely tricky.
