Absolutely agree. The explanation doesn’t make sense. We are creating a new site collection.
The more I think about this… there is an error in the answer B. Answer A doesn’t make sense either because you don’t “add and configure” a domain from the Sharepoint Admin Center. B should be modified to say “From the Sharepoint Admin center, create a new site collection using the new domain.”
