I also tested this in my test environment.
Bit tricky question because when answer is A then we assume that we have the proper permission. I would go for A, because the looking for that answer I think.
If you prefer to fine tune the storage space allocated to each site collection, you can set your storage management option to “manual” and specify individual site collection storage limits
Haven’t tried this, but if you put any user in the SharePoint admin role, it should be able to complete the task. Once you are able to log in to the SharePoint admin interface, it is not the permission missing for you. A is the answer.
