B is correct as new domain should be added to O365 first.

I’m not so sure about this question because really answer A or B is correct. If you go to the SharePoint Online Administration Center and click the “Add Domain” button it takes you to the same location as if you would have clicked the “Domains” -> “Add domain” option from the Office 365 admin center.
So either A or B is technically correct, but if I had to choose one of the two I would select B.

I say B also. Agree with Justin who mentioned. If you look up how to rename your Sharepoint website address to use your custom domain it guides you to go through Office 365 admin center in step 2.
