The user has no local administrative privileges so cannot install office on the computer.
So I think FishFenly is right:
Login on the computer as a local admin, sign in office 365 as the user.

Select language and istall. (Or enter the local admin credentials if the installation is asking fo it)
If the user is the one who is behind the computer he should use Office on Demand. (Office is retired per 14 november 2014)
FishFenly is nuts because the options he listed requires the user to have local administrator options. I respect a man and his right to liquor, but Fenly must be drinking like a fish to come up with answers such as these 🙂

The will need to update this question, first change Skydrive is now Onedrive and second when you look for the option, the “Use Office on Demand” is still under OneDrive but whe you click it show this message:

Users don’t have local administrator privileges so would require Office on Demand, so the correct answer would be the following:
– Sign in to the Office 365 portal.
– Click SkyDrive (OneDrive for Business).
– Choose Office on Demand, and then select the appropriate Office application.
