Change – is not an NTFS permission (but a Share one), so that’s wrong.
A user/Group need Full controll to change permissions, so the answer is:

– Allow Group1 Full controll
ntfs:
– Allow Creator Owner Full controll
– Allow Group1 Read & execute, List folder contents, Read, Write
Could you use NTFS Creator Owner Modify instead of Creator Owner Full Control? Modify would allow them to modify permissions on their own files and would further minimize giving them too many permissions as the question asks.
