Answer is correct but the explanation is wrong.
Under Local Policies, under User rights assignment select “Allow log on locally properties”.
Open Administrative Tools and then Local Security Policy
Navigate through -> Security Settings > Local Policies > User Rights Assignment
And then double click “Allow log on localy”. In the new Windows you can add the Group or User you want.
