If the legacy network card is removed and replaced with a new one you’d still have a legacy network adapter which does not support bandwidth management.
Removing the the legacy network adapter and adding a ‘normal’ network adapter would allow bandwidth management.

Whilst your statement is correct in relation to Gen2 VMs, IDE and Legacy network adapters are still supported in Gen1 VMs, however legacy network adapters do not support bandwidth management. Generation 1 is still the default selection in Hyper-V 2012 R2 so we can assume that ABC_VT01 is Gen 1 VM with a legacy network adapter configured.
So we need to remove the legacy network card and replace it with a new one of the “Network Adapter” type
