Are you sure you can’t authorize a DHCP server with a Domain Admin account ?!

DHCP is in the child domain asia.adatum.com, so why we should use the Enterprise admin’s account of the Master domain ?

My mistake, you have to be Domain Admin of the Parent Domain or an Enterprise Admin. The good answer is Admin 2
