As this is a newly installed server core machine it will have no network configuration

The first thing that must be available to remotely manage any server from any other server is a network configuration that allows connectivity from the other server

IMO the answer is D: First configure the network

What if there is a DHCP Server? In this case the new installed server will get an ip address and no network configuration is necessary.

Furthermore, if not joining it to domain, you have to put the server into the trustedhost list, so Answer 2 (B) could be correct, because you need to put the servername into the list. Or you join it to the domain and finish!
