I will go with Compact

Compact = compacts FILE SIZE but VHD.
Shrink = Reduces the STORAGE CAPACITY of VHD.

Question is asking size of VHD file (200gb) needs to be shrunk/reduced/compacted. Compact option deals with file size. Shrink word is used in the question to trick you.
