Hello,

I would go for answer C.!
It is one GPO, where the drive mappings are set, so it must be item-Level targeting in the GPO.

The security settings of the GPO are irrelevant in this case, as they could only differ between on which users or Computers the GPO is applied to.
This GPO must be applied to all of the users, but the Settings should be different.
