Use -ForceTunneling
Configures the force tunneling setting on a DirectAccess client computer. Valid values for ForceTunneling are “Enabled” or “Disabled”. By default, force tunneling is disabled.

B: might have to be part of the solution, but question says “clients use DirectAccess when the access the internet” so possibly this is already covered

c: Not relevant

D: Possible, default force tunneling setting is disabled so the setting must be set enabled and then DirectAcess is used by default
