Actually, that text shows the DFS setting for clients. The questions says domain and forest are already in Windows 2008R2 functional level. So these two are different things, its kinda tricky. I still think there is an answer missing since in my lab i have windows 2008r2 functional level and I can enable ABE from the Advanced tab of the Namespace…

I think to test you would have to create the DFS with a Win2000 domain / forest functional level, then raise to Win2008R2 functional levels and try to enable ABE on the DFS then. Shouldn’t be available hence answer is D.
