Only a Network Policy will allow you to select the conditions specified in the question (ie Windows Groups and Operating System)

A Connection Policy does not have the required conditions available for configuration

Therefore Network Policy is correct for both drop boxes

This one threw me – don’t health policies have OS as a required condition??

Network Policies can have OS as a condition. Health Policies check if you have your firewall, antivirus, automatic updates on or off.
