C makes more sense to me as the question states that you must minimize GP processing across all WWAN connections

The “Do not apply during periodic background processing” option prevents the system from updating affected policies in the background while the computer is in use. NOTE CAREFULLY – When background updates are disabled policy changes will not take effect until the next user logon or system restart.

A: -detects slow links, not necessarily Wireless or WAN and it won’t detect fast WWAN connections.

C: -it will configure all Wireless connections, not necessarily WAN connections.

Because the question states “across ALL wireless wide area network
(WWAN) connections” i think i go for C.

And the settings is: Policies -> Administrative Templates -> System -> Group Policy -> Change Group Policy Processing to run asynchronously when a slow link is detected
