I agree. As far as I know, a capture image is a boot image. There I think correct should be:

Tricky question. Setup and capture image are different files. First you need a boot image to start the process on the client, after the boot select the capture image.
So you need a boot image to create the capture image but the question says ” Which action should be taken to create the image…?” and with that in mind, if we want to create the image, then shouldn’t we select C as an option?
That is the correct answer… if the question asked for “what is the first step?” then yes I would say B… it is a bit confusing.

I agree there is not enough information provided, maybe there is a print screen missing somewhere. It is true if working with a blank WDS server you would have to
1. Create boot image
2. Create install and capture image.
