Answer is B

Rule out A straight away as it says ‘proposed’ permissions
C and D add a condition to the permissions, but no conditions are required.

The question doesn’t say that the permissions should be tested first. This means you can assume that testing the permissions is done before. Beside that, there is another question the examn were the proposed permissions is the correct answer. That question clearly asks not to propagate the permissions.

Answer B is correct.
