Well… If one single node fails in the cluster, while a client has made a connection through port 80 to that node, I would think that only the connection would fail/terminate and the client would just have to establish a new connection to the cluster and would then be directed to a node in the cluster that has not failed.
These port rules apply to every IP/node in the cluster, so if one node in the cluster fails (one IP address is not available) a connection is made to a IP address that has not failed.
So IMO this App1 application is still available, just through other nodes in the cluster.
I believe sirasksalot is correct. Single host mode will send all traffic for that port rule to the server with the highest priority value. If one server is down, the next highest priority server takes up the role of Single host for that rule
