IIS is correct.
Windows Server 2012 R2 includes ADFS 3.0 – there is no IIS component. The link above is for 2008R2 and ADFS 2.0

IIS would be the right answer if we were talking about prior versions of Windows Server.

But according to this video in Server 2012 R2 there are no Web Agents, so the question states that the server is running Server 2012 R2, how could you configure something that doesn’t exist on that version of Windows. Is the question correct or am i missing something here?

Web agents are not available in Windows Server 2012 R2 as they have been removed. In the other version of AD FS the name may be slightly different, but they form the same function. A vendor is free to add their own agents however the two web agents provided by Microsoft are “Claims-aware Agent” or “AD FS 1.1 Claims-aware Agent” and “Windows Token-based Agent” or “AD FS 1.1 Windows Token-based Agent”.”

That technet article is for 2008, 2008 R2, and 2012. NOT 2012 R2. Does not apply here.
this is so WTF…stated reference is about Server 2008 and not applicable for 2012R2!
So I googled around for about 20 minutes or and could not find ANY accurate documentation about how to configure this service on 2012 R2.
