The right answer is: “On a server in Cluster2, click Migrate Roles.”
In TechNet ist writen: “In the console tree, expand the cluster that you created to see the items underneath it.” You start the Migration on the new Cluster!

Agree, I can confirm.

Agree, just tested it in our enironment.
When you click migrate roles, in the 2nd tab you have to define the “old cluster”

but they are in two different clusters? How can you migrate a role to a node which is not in the same cluster? I think the answer is correct.
