I think that refers to package CABs not software packages — it seems that functionality is essentially only for Microsoft CBS cabs and not third-party or first-party software packages

With WDS you can capture an image of a syspreped OS and re-deploy it.
So, you can install or add any software package, from any third party, re-capture the image and deploy it, same thing for drivers (So this is ABC)
Zero touch that use WOL is not possible, even with SCCM (maybe possible if starting on PXE after wake on lan…)
Package has a special meaning in SCCM that is not supported by WDS. Answer is only A & D.
