To use Windows PowerShell to convert from a Server Core installation to a Server with a GUI installation
Determine the index number for a Server with a GUI image (for example, SERVERDATACENTER, not SERVERDATACENTERCORE) with Get-WindowsImage -ImagePath \install.wim.
Run Install-WindowsFeature Server-Gui-Mgmt-Infra,Server-Gui-Shell –Restart –Source c:\mountdir\windows\winsxs
Alternatively, if you want to use Windows Update as the source instead of a WIM file, use this Windows PowerShell cmdlet:
Install-WindowsFeature Server-Gui-Mgmt-Infra,Server-Gui-Shell –Restart

Personally, I and probably “Real World” would always go with 2 images – 1 x Core, 1 x Full… but as the Questions says “minimum” and nothing about Administrative Effort, and the fact that you can convert Core to GUI, then I’d go with the “Microsoft / Exam” answer… 1 > Answer A
Convert Windows Server 2012 Core mode to Server with a GUI mode :
Install-WindowsFeature Server-Gui-Mgmt-Infra,Server-Gui-Shell -Restart
Here’s a video “how to…”

Just one image: Full install of Windows Server 2012.
You can convert from Full (GUI) to Core with Powershell.
You only need 1 image!
You cannot deploy Server Core with WDSD https://technet.microsoft.com/en-us/library/hh831764.aspx
the above link says
“Managing the WDS role using the Server Core installation option”

You cannot use Windows Deployment Services with the Server Core installation option.
but you can deploy server core installation using WDS.
