What is the best approach to achieve the goal?

Your network contains an Active Directory domain named contoso.com. The domain
contains 200 servers that run either Windows Server 2012 R2, Windows Server 2012, or
Windows Server 2008 R2. The servers run the following enterprise applications:
Microsoft Exchange Server 2013
Microsoft SQL Server 2014
System Center 2012 R2 Operations Manager is deployed to the domain. Operations
Manager monitors all of the servers in the domain. Audit Collection Services (ACS) is
installed.
You need to recommend a monitoring strategy for the domain that meets the following
requirements:
A group of administrators must be notified when an error is written to the System log on the
servers that run Exchange Server 2013.
A group of administrators must be notified when a specific event is written to The Application
log on the servers that run SQL Server 2014.
What is the best approach to achieve the goal? More than one answer choice may achieve
the goal. Select the BEST answer.

I would say B.

B and D are correct and will do the job. But a monitor is use to notify and trigger an alert.
A rule can also do that, but that’s not the primary rule purpose.

Agree with gi

requirements are
A group of administrators must be notified…..

If they are to be notified we can assume they must receive an alert
Monitors do alerts – Collection Rules do reports (but can do alerts if configured)

BEST answer IMO is B

I’m not convinced. I go for D.

“Unit monitors and rules in Operations Manager are similar. They are both workflows that run on an agent, they both can generate an alert when a particular condition is met, and they both use a similar set of data sources to detect these conditions.”

“Create a Rule if you want to generate an alert that is not related to health state of an object.”

“Alerting rules create an alert when a particular event is detected.”

Agree with puck and FSM,

“Create a Rule if you want to generate an alert that is not related to health state of an object.”

“Alerting rules create an alert when a particular event is detected.”

It must be D
