If you look at the section on Preferred and Possible owner nodes there is a note that says “Preferred and possible owner nodes are configurable only for existing highly available VMs running on a Hyper-V cluster”
I don’t think you have to set this to make them highly available. They will still restart on another node in the cluster without setting it? So I would say the answer is ‘no’.
