Why is it not C? From the link posted by Leonard, the first and second failures are configured to Restart the Service and subsequent failures set to Take No action.
I think answer is C

The question states “that the first time a service named Service1 fails on a virtual machine, the virtual machine is moved to a different node.” Based on the question’s requirement, you must change the First Failure action to “Take No Action” in the Recovery settings. The link Leonard posted shows the default settings for the Recovery tab.
