I believe the answer should be:

Cluster Network 2: Allow cluster network communication on this network.
Cluster Network 3: Allow cluster network communication on this network.

The answer is correct.
The question is asking which network will be used for cluster resources communication only.
NIC1 and NIC2 are used for cluster resources heartbeat traffic.

If you use a network for iSCSI (storage), do not use it for network communication in the cluster. (eg. https://technet.microsoft.com/en-us/library/cc725775.aspx)
In the table Cluster NW1 is for iSCSI SAN traffic only … only meen only
So Cluster NW1 : Do not, Cluster NW2 : Allow, Cluster NW3 : Allow

Select this option if you are using a network only for iSCSI (communication with storage) or only for backup. (These are among the most common reasons for selecting this option.)

according to what I read on technet, the answer is correct…
