The Sales database contains information about the products. Most of the products have a

How exactly you meey the “SSRS must NOT connect to databases more frequently than once every 30 minutes” requirement with query parameters?
You have to snapshot the report every 30 minutes with
filter parameters in order to avoid connection to DB
on every parameter combination change.
You cannot create snapshot with dynamic filters when query parameters in use.

I think C is the correct answer.

I think C, We have to meet requirements for every reports….

ManufacturingIssues.rdl report requirements does not have sense here. We should take look at requirement:
“SSRS must NOT connect to databases more frequently than once every 30 minutes”

So “C” is correct – snapshot or caching working with filter parameters
