Why not use Report designer in third step?
To your question:
After the report parts had published to server (Native or SP integrated)
you usually use report buider launched from web site to reuse them.
You cannot access them localy.
What you mean by report designer?
Why you are bothering on this?

Did a couple of weeks ago the 70-466 exam, no updated questions. Passed it easily. Probably They added new questions to the 70-467 exam, but i guess the large part Will remain the same. Shame there are few comments op this exam
Report Builder enables collaborative authoring: I create a report part and publish it. You can reuse, modify, and republish it. In Report Designer, publishing is one-way: I can publish a report part from Report Designer, and you can reuse it.But I cannot reuse an existing report part in a report in Report Designer
