alert feature requires that you first configure a web endpoint for monitoring, which you can do in
the Monitoring section of the Configure page. On theSettings page of the Azure Management
Portal, you can then create a rule to trigger an alert when the metric you choose reaches a value that
you specify.

You have to add monitoring functionality from the configuration page and not from the endpoints page ( not available ). After this has beeen done you can go to the monitoring page and add the necessary metrics. ( see also upers post )

if you actually do this in Azure, you will see that the steps are:

I think the Configure tab lets you add Web End Points. At the bottom of the Configure page in the Portal, there is ENDPOINTS under Monitoring subheading. It takes in Name, URL and Test Locations. URL, mind you.
In this case, we are monitoring VM’s. In the ENDPOINTS tab, there is an ADD button where you add standalone or Load Balanced Set Endpoint. This let’s you select PROTOCOL, add PUBLIC PORT & PRIVATE PORT with some more options.
The ENDPOINTS tab has the right options for VM endpoint monitoring while CONFIGURE tab does it for WebApps.
Hence the option 1 is still in question. IMHO, it should be-
1)From Endpoints Page add, a monitoring endpoint for the VM
2 & 3 as per Uper.

You cannot add any additional metrics ! So you can;t add a response time metric for VM using portal. However let’s say you can the order is:
a) From Endpoints add an end point like http
b) From monitor tab add the metrics
c) From monitor tab add the rule for the metric

But the question is absurd you cannot add any new metrics
