The answer is correct. Site-to-site connect your network (i.e. branch office) with the Azure network. Point-to-Site connects individual computers (such as remote users’ laptops) to the Azure network. There is no ‘Multi-site’ option:

Multi-site could be correct only if question clearly mentions that both the branch offices are part of separate domain. Generally, all office branches are part of same domain so it will be site to site.
