I think there something wrong with the question here. I believe the rodcprep would be enough to prepare for a 2008R2 RODC – so the answer should be just A.

You’re adding the first 2008 R2 domain controller to the domain. You’ll need to run /forestprep and /domainprep before promoting the RODC.

Thanks Dan, I agree after some reading. The rodc-prep is not needed at all for R2 if ran for 2008. R2 is also able to replicate from a 2008 dc.
