– In the console pane, right-click the domain for which you want to raise the functional level, and then click Raise Domain Functional Level.

I believe that C – Run the Set-AdDomain cmdlet. is the right answer as “Each domain contains 50 domain controllers that run Windows Server 2008 R2” and Set-AdDomain cmdlet can be used to change the domain mode to a mode with higher functionality: https://technet.microsoft.com/en-us/library/ee617230.aspx
