The answer to this is A not Windows Firewall.
If you go to the DC Properties under DNS Manager and check interfaces, you can do exactly what the question asks.

@LoLz: and if PC request from other segment will be routed to this interface? DNS will respond. So firewall where you limit by netmask will work better
