It was my understanding that Exchange 2010 could not be deployed in a site that only had a Read-Only domain controller, which in this scenario, would also require you to enable Server3 as a global catalog, would it not?

No, because server 2 and server 3 are both in site 2. So you only need to enable server 2 as a global catalog.
