Since the solution must minimize network traffic, it is best to localize the monitoring of the SharePoint environment by utilizing SharePoint Health Analyzer.

If there was a requirement to be able to centrally monitor all servers outside of the SharePoint environment, Systems Center Operations Manager would be a better option. However, nothing in the question seems to indicate this requirement.
Microsoft Systems Center helps you deliver and ensure a reliable end-user experience with your SharPoint services by monitoring, managing, and protecting the SharePoint environment.

The ORIGINAL COMMENTS state there was no requirement to be able to centrally monitor all servers. But in the question there is a requirement “to aggregate all SharePoint application events”. So in my opinion “all” means “all events across all servers” – and therefore B should be the correct answer.
